The new feature in SQL 2008 that is Declarative Management has a bug and it seems to be inoperable. Dan Jones from MSFT has suggested the fix is to launch a command line and run the following command: C:\Program Files\Microsoft Visual Studio 8\SDK\v2.0\Bin\sn.exe
